They need nutrients. What are you giving them for fertilizer? See how they look yellow? That indicates they need nitrogen.

Were they leggy starts?

Mix in some dry amendments or slow release and also continue to liquid feed.

It’s too cold outside. They need more sun and warmth. Wish for good weather and maybe get a small greenhouse for them. Padrón’s are more tolerant of cool/overcast weather than jalapeños.

One the one in the last pic is looking okay, but those terracotta pots are sucking the moisture out of your soil, switch to plastic, get a tray under them and mulch with mineralised straw to stop your water/feed evaporating. Are you feeding them?

Considering the plastic pots in the background, I believe you live in the Netherlands. Growing peppers outdoors here is quite difficult. I put mine outdoors only since last week. Although I am definitely not an expert. I would say your ground has been too wet for a while and (night) temperatures too low. Which stunted the plans and results into yellow leaves. It’s important that ground is not always soaked and night temps stay above 10-15 ish degree for the plant to grow. But again I am not an expert. Let me know if you have any more questions.

When did you transplant them? Or did they grow in there from seed?
