As far as I know, bell peppers do not have a tiny bell pepper inside them anyone know what this is?

Abnormality in the ovary, very common in peppers. Parthenocarpy is the term and one of the seeds developed without fertilization in a weird aborted fetus (analogy) way.

That’s what happens when a seed inside your bell germinates

I’ve had this in supermarket bell peppers a couple of times too. I just toss it in whatever dish I’m making.
