There is no set rule for picking peppers, experiment with them, pick at different intervals and see how you like them, if you were doing it commercially you would definitely want them bigger, but not red, store bought peppers are generally green for shelf life, your peppers, your choice.

You can harvest at any time. I would wait until it gets a bit bigger. I sometimes wait until they ripen and they have a different flavor
