Looks like a Denver steak to me. The only grocery near my house that sold them closed down and was replaced with a bigger chain. They were practically hamburger price.

I used to live in Korea, and that cut is extremely popular and expensive. I heard that it’s the serratus anterior muscle of the cow and is attached to the upper part of the top sirloin and chuck. We can only get 3-5kg of them from a single cow and they are extremely tender.
