I think my glaze on the ceramic crockpot bowl is starting to peel, can anyone help me tell if it actually starting peel or if something else is going on?

this looks more like a hazey residue if cooked on food peeling
i find soaking in a 1:1 ratio of vinegar to hot water helps soften this type of residue for scrubbing with a scouring pad
my gramma uses s.o.s pads for this (she washes everything twice in normal dish soap afterwards to remove all the s.o.s soap residue)

Looks to me like residue. My older slow cookers get this on them too. Use something like Bar Keeper’s Friend or Bon Ami to scrub it, and I think you’ll find that it looks better. Over time the crock does dull a bit, especially toward the bottom areas, which is perfectly normal, just like any well-used ceramic dishware.

Agreed with the “looks like residue” comments.
But it could be dishwasher residue or lime buildup.
It can be removed with a distilled vinegar/water soak for few hours.
If you are using a dishwasher, I would advise against it. I know ceramics are generally ‘dishwasher safe’, but in the same way dishwashers can ruin cooking knives, they can also wear down glazings and coatings. Hot/warm soapy water is usualy the best choice for cleaning.
