This is happening to several of my poblanos in several separate places. Have had to harvest them early because of it.

Man I’m not sure but I want to know as well. I have the same problem with only a couple. So far I’ve been great all season until just past few weeks, a huge burst of scales, mealy bugs & leaf miners almost took out my entire backyard. I blasted 2 regular bottles of premade neem and soap from store and it knocked down the numbers; but there’s still some small cluster around there and here but I ran out of product.

I’ve had this on poblano too, sweet peppers next to them have been left alone but something has done the stems on my pobs, suspect I’m other side of Atlantic to you guys so it’s not a localised problem 🤣

Seems more like mold or some disease since the white area covers the entire calyx and base of the stem. Maybe cut one open and see if the disease goes inside the pepper.

Snails have done this to mine in the UK.

This looks to me like you have slugs and/or earwigs in your garden

Maybe stinkbugs, that’s about where they like to feed.
