These are middle eastern in origin so I’d probably stick with that region’s flavors — cinnamon, coriander, cumin, parsley.
That said, I think making a cheeseburger version of these would also be amazing. Season the meat however you’d season a hamburger, maybe top it with the rehydrated onions McDonald’s uses, a pickle, a good burger sauce, and a slice of American cheese to melt

To my eye, that looks like pilau/pilaf rice. In other words, lightly seasoned rice that is fried until golden brown.

I’ve done them with Northern African, middle eastern and Mexican seasoning profiles.

Garlic, honey, cayenne, black pepper, little bit of salt and maybe some everything bagel spice without the added salt

If I was to go crazy and do it good
Equal amounts garlic/ginger on microplane
Onion finely diced
Carrot grated on box grater if you want or omit
Allspice
Cinnamon
Coriander
Black pepper
Cumin
Clove
Turmeric.
Saute onion until translucent in ghee or oil, throw in grated garlic ginger paste and spices and bloom in the oil for like a minute, if you want you can drop tablespoon of tomato paste in and fry off until it caramelizes and darkens but this will throw off the color a bit. Throw rinsed basmati rice in and correct ratio of water, couple cardamom pods, cool, let rest off heat for 10
Take a tablespoon of oil and toast slivered almonds, pine nuts, diced dates, and golden raisins for a minute or two until aromatic and lightly golden, salt, either use to top or fluff the rice after you dump it in to combine
This picture above looks honestly like the rice was stuffed after the onions were cooked mostly, you can stuff wet rice in or with tomato but it won’t get that kind of grain seperation usually, you can bake the onion shells most of the way and put in the fluffed rice and finish it for 5 in oven then throw over chopped parsley or cilantro or mint

I used tandoori masala for seasoning the last time I made stuffed onions. With rice, ground beef, onions, and cilantro filling. They were pretty delicious!

Personally Id do slightly overcooked spanish rice with a pinch of chorizo
