Okay, go this unit at an auction. Know little to nothing about it but when water is turned on (it is hard lined) its leaks from this spot on the top. Put my finger over it and the steam guard build pressure. But just pours out water. Like it’s purging the air.
What is my solution?

that kinda sounds like a broken vacuum breaker and/or overfill in the steam boiler, but without a parts diagram or physically being next to the machine I can’t diagnose that (and neither can anyone else in this sub)
Could be you simply did not fill the machine the correct way and the water is running out of the pressure release valve (the boiler is totally full of water). Does water also pour out of the steam wands if you open them?
You have to turn the machine on, and then turn the water on. The on board water pump will fill to the desired amount based off pressure. But you can run into the same problem if the pressure release valve is dead it will not build pressure and keep pumping. The difference is if you fill it incorrectly the water pump will not run, and if the pressure release valve is dead it will keep pumping.
Look up the machines manual online and follow the start up procedure exactly. You could very likely have to drain the machine first.
That is one big ass boiler head!
