Why wouldn't you seal the meat cubes before doing the veg? I alway understood that after when you add the stock you can scrap the bottom of the pan for extra flavour…?
Just cook the barley in the stew. It bulks out the meal and thickens the sauce and all the grains absorb the delicious juices. I might be bias because that's how my dad used to cook it when I was growing up but honestly it's the best
