It seems to have stopped growing, but is it due to this (possible) light stress or because it's focusing on fruiting?
I'm in Brasil, near the equator line, and they are getting 7 to 8 hours of intense sunshine. Is that a problem in my region? I saw they are sun loving plants and 8 hours is a minimum for them.

It could use a pruning. It’s pretty small which means you’re likely to get light fruit set. Pruning it would cause it to branch out more giving you more energy producing leaves and fruiting potential.
Sun too hot? Yes they love light. But in my area, the summer is 100 degree F and the peppers struggle real bad
