The first step is to pollinate them by either tapping on the flower head or by lightly using a electric toothbrush. If that doesn’t work try adjusting your soil amendments.

In the summer my tomatoes got lots of flowers. I was worried for a week or so, maybe almost two. And then they fruited. A few thoughts:
1) They will do better if there’s some breeze or even pollinators. They don’t need the latter but a little disturbance to the flower can help pollination.
2) If it’s very hot (about above 95F), they might not fruit. Ditto if it’s pretty cool (under 60F)
3) Make sure you’re watering enough. Don’t drench them but moist soil. And perhaps add some fertilizer balanced to the phosphorus/potassium side (the PK in NPK numbers)

One of those flowers look like it might’ve been pollinated the flower closes and the base is where the fruiting starts; the yellow petals sometimes fall off first. But If the whole flower falls off (base included), It could indicate flower drop Ethier you need to adjust the fertilization of the soil. (You may need to switch fertilizer to something with less nitrogen and more phosphorus or potassium), The flowers might not be getting pollinated so you may need to aid in pollinating them yourself. (Shake the flowers gently with your fingers to release pollen to the pistil), and lastly it may be a temperature issue. If it’s too hot or too cold the flowers will drop. Other than that give it some time. Sometimes you will see petals fall off first and a week later you will see the tomato start to form.

The 2 tomatoes look properly pollinated. Make sure the plant has proper water and nutrients or the plant will “abort” the tomatoes to reserve resources.
I have tried hand pollinating and we also have lots of bees I feel like there is a problem with soil. There are lots of flowers with think healthy steams and leaves. But no fruits and not even a single fruit. The buds dry off and drop. I use blood and bone and compost
