It's maybe 12 inches tall. It did not bolt all summer. It's in my friend's garden plot. She planted it in fall 2024. We live in central Virginia US.

Have some Georgia collards that look just like that – I don’t remember if they’re going into their second or third year now

I have one too. And all this spring as it tried to flower all the groundhogs I am assuming kept eating that top instead of my seedlings so I let it stay all year and YES all year the groundhog went for it instead of the new kale etc. eventually it finally got the newer kale as it got to a certain height/less options to eat out there.
Edit detail: I planted mine in April 2024, and out of 10 plants it was the only one that survived the mild winter. Not sure it will survive this harsher winter already.

I had a 3yr old kale that finally bit the dust.. not bc of its life cycle or anything. I just forgot to water the durn thing for 3 weeks. In a heat wave no less.

There are kale type called kale tree and it lives a long time like this but many years ago

My husband had a broccoli plant that looked very similar lol. We think the Florida heat finally took it.
