Is your paprika old? While it won’t expire it does lose potency.
If you generally eat spicier food, paprika might lack any heat but still enhance some flavor. (At least my palette doesn’t feel paprika as heat)
Just buy good paprika like a spanish pimentón or hungarian hot paprika it absolutely has a fantastic flavor
The stuff from a grocery store is usually just like eating red dust
Sweet paprika doesn’t have a super strong flavor to me, but smoked paprika is great. This looks delicious!
I made that 2 nights ago. One of my faves with broccoli and cheese.
Paprika tastes like nothing to me too, we only use it for coloring.

Try smoked paprika next time! You may find it more affordable in the international aisle than the spice aisle.
