Creosote. It is the particles from smoke with no moisture. Just scrape it. It isn’t paint

Carbon, clean it off with a plastic or wood paint scraper, good to go.

It’s just carbon buildup. Nothing to worry about I use a plastic scraper on the grill and smoker to remove it and you’re good to go

Wish there was a way to pin this type of post to the top of this sub and the smoking sub. Feel like it would save a lot of Redditors time, they go to a sub to get an answer to a common question and see it right there at the faq section or something…
But don’t worry OP, from what I see your grill looks pretty clean and it’s definitely better to be safe than sorry with this stuff!

Crumpled up tin foil will get it off easy too

An internet search engine could have supplied you with the answer immediately and with much less effort. This question gets asked here so frequently it’s insane. I even tested it and typed the most basic prompt “black flake grill” guess what? I got the answer
