This plant is a little over a month old and spent slightly more time in the hydroponic system. If those are indeed flowers I will be surprised because I expected it to take much longer.

Definitely flowers.

Some people like to trim off the flowers for the first couple of months… some longer… to encourage vegetative growth.

Yes those are tiny flower buds starting to form. some pepper types will start flowering sooner than others. it’s up to you if you want to leave them alone. I never remove any flowers. if the plants are not ready, they will drop them. Just keep them well fed and give lots of light
