Confused here. Seems plants in middle of tray are turning purple, completly or standard sun burn.
Trays directly next to those seem leggy.
Some cotys are curling up, some down.
Increase light? Decrease?
Spin the tray?
Hookup 2nd light and keep the tray in between the two and out of center?
Thoughts and recommendations please.

Leggy. Get the light closer, increase # of hours of light per day, turn up the light, or add additional lights. I’d either cull the leggiest ones, or repot them now and bury at least half of the stems. They’re still young enough that they’ll grow additional roots from the stems. Just be gentle — handle them by the cotelydons instead of the stems.
I’d also set up an oscillating fan to help strengthen those stems.
Leggy and dry, I would bring the light closer and keep the soil moist but not saturated and when it comes time to pot up, put them in a little deeper, you can only do this at the start of a pepper life they are not like tomatoes
Water them
For everyone that commented, I’ve been bottom watering every 3 days, soak for 15 minutes and drain remaining. Top layer of coco seems dry but just underneath is moist as far as I can tell. Do the seedlings seem dry or just the top layer of coco?
Oscillating fan on 24/7 just enough to cause leaves to flutter.
Re-pot them deeper
Don’t change a thing. You’ve got it dialed in. Had a lot of people tell me how to kill a buncha great seedlings here over the years. A lot of people who don’t grow judge by photos. They look awesome. The worst thing you’re doing is ya gotta kill a bunch to plant your keepers.
