Yeah I think so. But there’s something else going on here. The batter looks a little grainy. It’s hard to tell under your sprinkled bits. Be warned, adding solid bits on top like chopped nuts or candy pieces, can also cause problems in the shells because it can create a seam where the hot air escapes as they bake, causing them to fail to rise or even to kinda pop.
So yeah I think undermixed, but I’d also recommend just making plane shells with no toppings (at least not until after they’re baked) while you’re still troubleshooting
