
Had this about 1-2 yr ago, my colleague gave it to me – They bought it in Kyoto department store Pop-up shop
It’s not the butter cookie that is slim and has butter cream inside. It looked like shortbread (rectangular shape, don’t think it had holes)
There were two flavors – plain (vanilla?) and chocolate (they said chocolate was limited edition)
Cookies were individually wrapped and I remember the wrapping being kind of shiny (but not sure)
It did not have any filling. It was crispy and super buttery
I tried searching it, but all I can find is butter cookie with butter cream filling inside.. would appreciate any opinion

These look like the normal Walkers shortbread cookies. Maybe a popup was replicating them?
Those are Walker’s, which you might be able to find at Meidi-ya and National Azabu. [Edit: or Seijo Ishii.]
If you’re looking for any butter cookie, not just shortbread, then there are lots. The best I’ve had are probably by Échiré, who make both [sablés and a thicker cookie they call a galette](https://www.kataoka.com/echire/maisondubeurre/products/secs.html), and have a flagship store in Marunouchi.
