I don't understand why it's doing it to one cookie but not the other?
Can I use white gel food coloring mixed with water and paint the line like you would with metallic?

It doesn’t look bad at all but I get it. It’s just the black bleeding into the white. I wouldn’t mix the white with water. I’d just get a very small brush and dip it ever so slightly in the white food coloring and paint it. Just be sure to get a very small amount to start with. These look great, btw! I just did a Frozen set last week.
Eta: I’d maybe give it some more time to be sure the bleed is going to stop there.

If it helps, it took me quite a bit to even notice what you were referring to! I think they look great. Maybe the one on the left is just slightly thinner/pulled in certain areas as the right is thicker, but honestly they look great!

I’ve had this happen to me before. It usually means your icing was either A) too runny when you did the lines or B) the base wasn’t fully dry.
I’ve painted over things like that, and it helped. If the paint doesn’t dry fully before you’re ready to package them, just gently dust them with a bit of cornstarch. It’ll basically dry instantly, so nothing smears.
