Wine Fridge vs Wine Cellar

Hello everyone,

I am very confused on the differences between a wine fridge and a wine cellar like these https://www.wineenthusiast.com/memorial-day-wine-cellar-sale. I don’t have a basement to covert to those cellars I see posted here or the money. Would those shown on the website be perfect for aging wine or are they just expensive wine fridges?
