No oven, how can I cook this recipe and get moist pork chops

I’d say cook it as the recipe describes but instead of putting it in the oven, lower your temp down to medium/medium low and lid it for a bit. Should turn out fine.

You can use a pan, it’s just more difficult to thicken the sauce and get that crispy finish. So long as you have enough sauce and use a lower heat they should stay moist.

I cook chops by searing in a pan, flip, baste the other side with butter or whatever sauce I’m using. Just cook on the stove top the whole time. It shouldn’t take more than a few minutes per side unless your chops are really thick. The 20-30 minutes in this recipe seems like overkill.
