I have some ground beef included in one of my HF meals and I am very new to cooking at home. I was wondering if I need to drain what liquid there is out of the pack before cooking. Thank you!

Try not to get all of it in the pan as it can effect frying and you won’t get as much browning but I wouldn’t worry about it too much.

Drain the packet it’s blood you don’t need extra liquid it can effect the sear.
I just use kitchen shears to cut it open and then drain in the trash

No, I’ve never once drained the liquid from ground meat. Thousands of pounds used. Totally fine. These other comments are pretty much all steering you the wrong direction.
