I would have frozen these and used them in soup. I’ve never dried vegetables before, or used dried vegetables. What do you do with them?

Serious question here- is paprika a vegetable?? Looks like diced tomatoes…I’m not cooking literate at all but i really like paprika and never thought about what it is.
