Should I throw this pan away for safety reasons? I have no idea what my brother did to burn the bottom. It is nonstick

What the actual fuck, it looks sanded down. I would not eat from that

Something spilled over the edge, and he tried to cover his tracks.

Hit him over the head with it, look him in the eyes, and say you made me do this.

Did it just get put in the dishwasher? What does the important side look like?

Confusing perspective but I’m pretty sure this is the non-food side of the pan to everyone (maybe except your brother), so I don’t see an issue with using it.

Looks like your bro dropped it out of a moving car

Steal a wire scrubber from a restaurant. Ask the server. Tip well. Scrub the shit out of it. Dawn then let it air dry. Dishwasher won’t do anything. Or throw it away. Pans are cheap.

The bottom of the pan? No safety issues. The bottom of pans can get grease all they want.

Only safety issue would be if the non stick side starts to flake.

This looks like an anodized aluminum pan that was run through the dishwasher. Dishwasher fluids can mess up the appearance of the anodization of a pan. See this guide from Calphalon on what to do:
