
I tried to pressure can some green beans yesterday and the pressure just wouldn’t rise past 8 (it’s supposed to be 11), so after an hour or so I decided to just give up and left them out to cool. This morning I noticed that the lids are all sealed. Are these safe to keep on the shelf? Or should I freeze them/put them in the fridge? Thanks!!

The safest course of action will be to refrigerate or freeze these jars because they were not processed according to the recipe.
Why is there no water in the jars? Why would your pressure canner only go to 8? Did you notice any steam leaks around the lid? Might need a new lid gasket.
