Did I just not put enough in the jars? I have 14 more pint jars to go and wondering if I should pack them more tightly. Thanks for suggestions.

I water bath can my tomatoes and when I do a cold pack of crushed tomatoes they float this way. I just wait 24 hours after canning and shake them a bit then. I only water bath my tomatoes so I have no experience with pressure canning them. That said, if your pressure never reached the target pressure it is not safe. Stacking the jars shouldn’t cause that unless you just never got enough heat under the canner.
