Looks more like smoke/soot residue. Have you scrubbed it a bit with a damp cloth?

It should wipe off, mine does that. I used to think it was rust but it comes off.

Get some lava lock. It’s a gasket that seals the lid. Works great, I used it in mine for the same reason. Helps maintain heat as well.
