This is not Irish stew. You have wayyy to many extras. Worcester sauce is not in the recipe along with olive oil etc. It's just red meat browned, root veg, stout and potatoes
Throw that wine in before readding the beef. Deglazes the brown bits on the bottom. Could also add the veggies and the hot steam would deglaze as well. Not only that, you want to cook out the alcohol flavor in the wine.

Never garlic in an irish stew. And the veg isn't pre cooked it boils in the stew over the 1.30 to 2 hours it takes to cook slowly.
