Is grill still usable? I should remove rusted part, right? What is the function of that part?

Might as well scrape it off and put a new coat of high temp paint over it. It’ll be fine as long as there aren’t a bunch of holes. And you got a gas grill you you won’t need to worry too much about heat on it

Yes. You can use a rusted grill until its basically falling apart.
