I'm giving this wine as a gift but my knowledge is 0, so I figured this would be a good place to ask.
is this wine still good, it's from 2008 and has been stored properly
is it sweet?, dry?, meal?, dessert?
and any other information I should know would be really helpful

It’s likely not great and is over the hill. It’s a rose from Israel and rose is not generally meant for aging (apart from grand cru, which this is not).
You plan on gifting it and you don’t know anything about it so assuming you were gifted this. I would be pretty upset as a wino if someone gave me this

“Good” is subjective. Will it taste like flabby red wine vinegar? Likely. Will you or the people you’re gifting it to enjoy that? Who’s to say until it’s opened and sipped? However, I agree it’s a shoddy re-gift. Maybe use it as a joke gift along with a real gift would be better.

Nope, that’s a goner. It looks a bit turbid, and that’s never a good sign, let alone in a 16 year old rosé. Rosé type wines are meant to be consumed within a year, or max 2, not to be kept. That’s just not what a typical rosé is meant for. A few grand cru ones can be cellared, but it’s really rare, and this is not one of those.
Don’t give this to anyone. Poor it down the drain and recycle the bottle.
