Should I been moving these to larger pots as I have around 4 weeks until I plant outside?

Bury them deep up to the first set of leaves. It will grow like a monster

A good rule of thumb: Check the roots. If the roots look like they’re starting to circle, you need to pot up. Otherwise, you’re probably fine for the time-being.
If it’s going to be four weeks you should pot up soon regardless. They’ll get stressed in that amount of time without additional soil and nutrients.
