Would Diatomaceous Earth be a remedy? And how do I apply it? They are on 70 plus plants in varying intensity.

Last year, my potatoes, peppers and basil got damage like that. Turned out to be flea beetles. I did use some pyrethrin to treat the initial infestation, then kept applying diatomaceous earth throughout the year.
