Any idea if this is safe to drink out of? How do I clean it?

This is pretty old and almost rusted, is this aluminum or steel? What should I clean this with that wouldn’t hurt it? The rubber is pretty old too don’t know if I should chance making anything out of it. What are yalls opinions?
