For the Outer Dough (Stuffed Meatball Coating):
• Fine Bulgur: 5 cups (measured using a 300‐milliliter cup; add one full cup at a time until you reach 5 cups)
• Wheat Flour: 1.5 cups
• Semolina: 2 cups
• Water: 6 cups (boiling water is used to mix with the bulgur)
• Tomato Paste: A small amount (to taste)
• Ground Red Pepper: A small amount (to taste)
• Eggs: 2 eggs (added after the dough has cooled)

  2. Hi , we make in Romania the same shape but only flour and water, the filling only ground beef and onion. Then cook in oil. We call it " Șuberec "
