Buy better graded meat? Marbling is just the amount in intramuscular fat the meat has so there’s nothing you can do to add to it

You don’t. You’re just seeing some intramuscular stuff in pic 1. You can’t add it to the cow once it’s dead, so you need to buy a brisket with it already in there.
It also renders out as you cook. If you leave too much, it gets chewy.

I think you need to look up what marbling is.
Apply a generous amount of marbling additive.
