Yes thats the second set of leaves. The true leaves
Those are the first true leaves. The first leaves that come are seedling leaves, which will usually turn and eventually drop off. It’s usually 2 sets of true leaves you want until you start fertilizing or repot. So another set from what you see there.
The first two leaves which pop out of the seed are called cotyledons. They hold the nutrients & chlorophyll to get the baby plant off to a growing start. The second set of leaves are considered the first true leaves, as the cotyledons often bear little or no resemblance to the true leaves’ shapes.
These are the first true leaves. The bigger ones on the photo are called cotyledon. They are seed leaves. Their purpose is to generate energy for developing better root system and grow real leaves. They will turn brown and fall down soon.
First true leaves yes. Personally I think calling them “second leaves” is confusing. It’s clearer to just say cotyledons/seed leaves and then first true leaves.
These look like the first set of “true leaves” to me. The first leaves i.e cotyledons will fall off once the plant no longer needs them.

First leaves are always super basic, as you can see, and the first true leaves look like what the plant will have once grown. Doesn’t that look like a tiny pepper plant leaf to you? or are you just new to pepper plants?
