Mushrooms, as others have said. These are the reproductive parts of fungi that have colonized your pots. (The woody, wet conditions in the pots are ideal conditions for fungi to grow.) Fortunately, fungi in the garden are desirable because they help to break down organic matter into nutrients that are bioavailable to plants. The mushrooms will disappear within a few days after releasing their spores into the wind, but the mycelium (looks like fine white threads) in the soil will remain as long as conditions are favorable for it.

Your soil is very happy, congrats! Those little mushrooms are inedible but harmless, they’ll disappear in a day or so and they won’t bother your tomatoes.

My guess is Parasola plicatilis but definetly a small member of the inkcap mushrooms. If you want a more qualified answer you should post this in a mushroom id subreddit.
