Espressimo Grindmaster

I have been going through this entire machine, clearing all possible parts and verifying all seals. The issue that I’m having is that no matter what I do, even after the auto fill light turns off, the machine keeps filling with water until it’s over full. All functions work, including heater. But I can only verify this with the water turned off after it is full.

I can feel and hear the water moving past the solenoid, and it fills until it pours water out of the top steam port. It is hard lined into a water line, but I’m not sure where to go from here. Any help is appreciated.
