What is this called??

I cant find what the food itself is called, and I'd also like to know what those round things are. The closest I found was chicharrones but even that doesnt bring it up when I google, is it called something different in every region?

edit: The round things are japanese peanuts! For the dish itself, the many answers confirm my suspicion of it having many names. Thanks all
