There is no way to recreate that unless someone has already posted a copycat recipe online from that restaurant. Would need more info on taste, that looks like bbq sauce.

It looks like it’s an arbol based salsa with tomatillo (I see the little seeds), maybe a Roma tomato or canned tomato like El Pato, and garlic. Doesn’t look roasted or toasted so maybe just boiled? All of this is a guess.
