Cook the pasta with less water than usual.
Roast the crushed pepper in a pan.
Add the pasta with some of the cooking watter to the pan and finish it there.
Meanwhile Mix some slightly cooles down
pasta water with the finely ground cheese.
Add the cheese cream to the pan and mix everything. If needed use some more of the pasta cooking water.

Sorry mate but not sure that’s it! it looks like you took the photo before putting the cheese paste in. Overall I’d say you either had way too much water or way too little cheese. Your pasta isn’t coated in sauce like it should.
