No, I would not cut that one, regardless of technical definitions. I think it would cost you tomatoes. Especially since it’s up high on the plant, not down near the base.
We both know, however, that there is a wide variation in opinion on the fine points of pruning. I tend to err on the side of doing too little pruning instead of too much, after having made some mistakes in which I was over-enthusiastic with the snippers.
